minor build fix: building a default keymap that does not enable VIA(L) leads to linker error, since raw_hid_receive is only available with VIA enabled, implemented in quantum/via.c

some defines and function signatures did not quite match the
documented ones - which lead to compile issues while building the same
code that uses an i2c-driver based vial-qmk/driver for multiple
platforms
